WASTE CONTROL

The Sewerage Network Operation and Maintenance Department, the Connection License Issuing Department and the Department of Drainage and Environment Laboratory Control appertain to the E.Y.A.Th. S.A. Sewerage Network Direction.

 

The Laboratory applies a quality management system in conformity to ISO 9001:2000/A.M.P. 041060079 and it employs a staff of nine persons with the specialties of chemical engineer, chemist, biologist and foreman – chemist assistant.

The Department of Drainage and Environment Laboratory Control performs controls at the Thessaloniki Installation of Waste Waters Treatment (E.E.L.Th. owned by E.Y.A.Th. S.A.), at the Thessaloniki Tourist Regions Installation (AINEIA, owned by E.Y.A.Th. S.A.), the Unit of Waste Treatment (M.K.A), at natural receivers in cases of underground leakages, as well as the liquid industrial wastes that are being disposed at the E.Y.A.Th. networks. In this cadre it performs samplings, physical-chemical and other analyses and redacts reports – recommendations based on the data it collects.

The 98% of the urban and industrial web of the city and broader area is connected to the central Thessaloniki Waste Waters Treatment Installation (E.E.L.Th.). The waste waters are being subjected to a biological treatment at a percentage exceeding 98%, in values of organic waste load BOD5, 365 per year and 24 hours per day. In continuation, the treated wastes are disposed at the central gulf, disencumbering, thus, the Bay of Thessaloniki.
The same procedure is also applied as well for AINEIA, the second liquid wastes treatment installation of the area, serving the tourist areas of Thessaloniki and treating almost exclusively urban waste waters.

The broader Thessaloniki area is the second in size industrial zone in the country, with large units, like oil refinery, unit for the production of chemical fertilizers, steelworks, breweries e.t.c. There are also in the area foodstuff industries, dye-works, tanneries, medium-size chemical industries, while there also are other activities like metal plating units, pesticide units, gas stations, car washing stations and other production and warehousing activities that are described as being of small capacity but nevertheless, it is possible they have heavy wastes.

The treated wastes of all the industries, with the exception of those established in the Thessaloniki Industrial Region (VI.PE.Th.), as well as the waste waters of the Thessaloniki Urban Complex are conveyed through the E.Y.A.Th. sewerage network to the Thessaloniki Waste Waters Treatment Installation (E.E.L.Th.)

The treated wastes of all the VI.PE.Th. (Industrial Zone) industries are conveyed to the Wastes Treatment Unit (M.K.A.) which operates under the supervision of E.Y.A.Th., where they are subjected to a further treatment. In continuation, after their treatment they end like the Thessaloniki Waste Waters Treatment Installation (E.E.L.Th.) discharges at their final recipient, the Thermaikos Gulf.

On the basis of the standing legislation, the industries are obliged to construct and operate installations for the treatment of their liquid wastes, so that their quality to conform to the rules set by the decision No. DΥ/22374/91/94 (Governmental Gazette FΕΚ 82b 10-2-94) of the Thessaloniki Prefect, the decisions of E.Y.A.Th. S.A. Board of Directors No. 465/2003 (defining the quality specifications the liquid wastes of industrial units or other non urban activities should have) and No. 382/2005 (defining the pre-requirements for a connection license –beyond urban houses- for the disposal of industrial wastes at the E.Y.A.Th. sewerage network), the in force liquid wastes discharge legislation and the E.U. directives.

 

For the operation of the waste installations of productive activities draining their wastes to the E.Y.A.Th. network, the previous approval of the above installations is required, along with a license for the disposal of their liquid wastes.
These licenses are being administrated, on the basis of the in force legislation, by E.Y.A.T.h S.A. with the Control Commission of Waste Waters & Liquid Industrial Wastes Treatment & Disposal Studies, established in the cadre of the Department of Drainage and Environment Laboratory Control.

• The following supporting documents are required (in two copies), for the approval of a liquid waste study, which are to be submitted to the Department of Drainage and Environment Laboratory Control between 7:30 and 13:00 hours.
1. Application, provided by the Department, which comprises the data of the applicant, VAT No. and the competent Tax Office [D.O.Y.]
2. Study for liquid wastes disposal – technical report (see provided example)
3. Flow diagram
4. Building license with its topographical plan.
5. Payment of a 100 euro deposit (in conformity to the decision 381/05 of the Board of Directors of E.Y.A.Th. S.A. for the approval of the study for the installation of a treatment unit for liquid industrial wastes for simple systems, without previous treatment).

• For the provisional approval of a license for liquid wastes disposal, the following supporting documents are required, which are submitted at the completion of the works and the implementation of the study :

2. Payment of a deposit of 100 euros (in conformity to the decision No. 381/05 of the E.Y.A.Th. S.A. Board of Directors – for the license for disposing treated industrial wastes, at the E.Y.A.Th. sewerage network, for simple systems without previous treatment). Καταβολή παραβόλου (σύμφωνα με την 381/05 απόφαση του Δ.Σ. της Ε.Υ.Α.Θ. Α.Ε.- π.χ. 100 ευρώ για άδεια διάθεσης επεξεργασμένων βιομηχανικών αποβλήτων στο αποχετευτικό δίκτυο της Ε.Υ.Α.Θ. για απλά συστήματα, χωρίς προηγούμενη επεξεργασία).

• For the final approval of a license for the disposal of liquid wastes, it is required to submit an application to E.Y.A.Th. at the expiration of a semester from the granting of the provisional license (see provided example)

All above described industries are being systematically controlled by the Department of Drainage and Environment Laboratory Control with about 14.000 analyses per annum, both for the operation of the waste treatment they possess and the apportionment of the Waste Treatment Unit (M.K.A.) expenses to the industries of the VI.PE.Th. zone.

In conformity to decision 465/2006 of the Board of Directors of E.Y.A.Th. S.A., the Department of Drainage and Environment Laboratory Control informs in writing for the quality of the wastes, when asked by the concerned industries, with an application, the results of the analyses (on the basis of the decision 465/2006 these analyses are charged with the sum of 50 euros).

In conformity to decision 22/2005 of the Board of Directors of E.Y.A.Th. S.A., the Department of Drainage and Environment Laboratory Control performs samplings, chemical analyses and evaluation of the results in cases of waste waters leaks – following an application of the interested party – in order to find out their origin (on the basis of the decision 22/2005, any interested party calling E.Y.A.Th. with an application in order to find out the waste waters origin is charged with a lump sum of 50 euros plus VAT).

Furthermore, the contribution of the Department is important for the practical training of a large number of students in order to acquire experience on the control of liquid wastes.

The number of units that is being controlled by the Department of Drainage and Environment Laboratory Control has significantly increased during the last years. But has as well increased the connection with the Thessaloniki Installations of Waste Waters Treatment of all the industrial and handicraft units established in the Thessaloniki Industrial Region, in Kalohori, in Thermi at the Diavata industrial compound, the tanneries. e.t.c.
